- **Tasks 11–12:** Capacity checks precede the placement gates, with full HTTP move tests for missing edges files and blank addresses.
- **Task 11:** Selection precedes environment binding. Tests check unchanged store bytes, no writes on refusal, and reuse of the selected executor.
- **Task 13:** The metric destination comes from the signed roster, with conflicting edges-file tests.

Platform-1e’s rev-2 conditions, as reproduced in the plan, are met on static inspection: selection writes nothing and takes no lease; the move check only refuses; record-write sites remain unchanged. Census values still require recomputation on the build base.

I could not access amadan #236. Acceptance of the new `chooseCreateFirst` census unit remains the separate dependency documented under [Open questions](/home/paulca/amadan.net/carlos/platform/.claude/worktrees/design-region-ha-two-box/docs/superpowers/plans/2026-10-16-region-ha-2a-core.md:6933). This review does not supply that acceptance.
